Bipartisan bill proposes $130 annual fee for electric vehicles

House legislation would charge EV owners $130 yearly and plug-in hybrid owners $35 to fund transportation infrastructure.

A bipartisan bill introduced in the U.S. House on Sunday proposes a new annual registration fee for electric vehicles to help fund transportation infrastructure projects.

The Five-Year Surface Transportation Reauthorization bill, introduced by Reps. Sam Graves, R-Mo., and Rick Larsen, D-Wash., would require an annual $130 registration fee for electric vehicles and $35 for plug-in hybrids.

Graves said in a statement that the bill "ensures that electric vehicle owners begin paying their fair share for the use of our roads."

The Highway Trust Fund currently pays for county roads, bridges, railways and other infrastructure projects. The fund is filled by taxes on gasoline. The proposed fee would create an additional revenue stream for these transportation projects as electric vehicle adoption increases and gasoline tax revenue potentially declines.

The "user pays" principle has been fundamental to how the nation funds its surface transportation system, according to the bill's supporters.
