Malta announced a national artificial intelligence literacy program on May 16, becoming the first country to offer free access to ChatGPT Plus to its entire population. The initiative, called "AI for Everyone," was developed through a collaboration between the Maltese government, OpenAI, and Microsoft.
Under the program, all residents of Malta are eligible to receive a one-year free subscription to ChatGPT Plus or Microsoft Copilot after completing a training course on how to use artificial intelligence. The first phase of the program began in May and will expand as more residents and Maltese citizens abroad complete the required coursework.
The Malta Digital Innovation Authority will manage the distribution of subscriptions to eligible participants. George Osborne, OpenAI's director for countries, said in a statement that "with this partnership, Malta is leading Europe and the world in implementing AI for all its citizens" and described artificial intelligence as becoming "an essential national service."
Vice Prime Minister and Foreign Minister Ian Borg stated that the goal of the program is to ensure "that no one is left behind." The initiative is part of a broader 100-million-euro digital transformation plan for Malta that includes investments in artificial intelligence, cybersecurity, blockchain, virtual reality, and robotics.
The free training courses were developed to provide residents with tools to understand and use AI in daily life and work. The program represents an expansion of Malta's recent efforts to offer digital services to its population, following previous initiatives such as incentives for citizens who choose to give up their driver's licenses.
