NYC Mayor Mamdani unveils 'Block by Block' housing plan

Mayor Zohran Mamdani announced a plan to build 200,000 new affordable homes and preserve 200,000 existing units over the next decade, backed by $22 billion in funding.

New York City Mayor Zohran Mamdani unveiled a comprehensive housing initiative Tuesday aimed at addressing the city's affordability crisis. The plan, titled "Block by Block: The Housing Plan for a New Era," was announced at an event in Gowanus, Brooklyn.

The proposal centers on three main components: building new homes, enhancing tenant protections, and overhauling the New York City Housing Authority (NYCHA).

Under the first component, the city will construct 200,000 new affordable and rent-stabilized homes over the next decade while preserving and stabilizing an additional 200,000 existing homes. The administration will invest $22 billion in housing funding over the next five years to support this effort. The plan also includes zoning code changes designed to facilitate easier home construction and purchase.

"We can keep people in their homes, and we can build the homes that they need to live," Mamdani said at the announcement. "We have spoken about this crisis long enough, it is now time to do something about it."

The second component addresses tenant protections, drawing from rental ripoff hearings the mayor held earlier this year. This plank creates legislative measures to strengthen tenant rights and protections.

The third component involves major investments in public housing and reforms to NYCHA operations.

Mamdani has previously identified affordable housing as New York City's number one crisis. He noted that the city historically built sufficient housing to keep pace with population growth until the 1960s. "Over the past 60 years, however, government helped create the housing crisis we now face," he said.

The plan also includes expanded homeownership programs and reforms to housing enforcement. The administration stated it will pursue additional zoning and land use changes to increase housing production and accelerate development timelines.

The initiative fulfills a campaign promise made by Mamdani to construct 200,000 affordable homes during his tenure.
